Each fall, the Gulf Coast State College campus becomes a living canvas for creativity during Public Eye SOAR. For two nights, walls and walkways transform into brilliant displays of light, color, and motion. Giant projections wash across buildings, animated art moves with the rhythm of the night, and every corner seems to pulse with life.
But it’s not just about what you see—it’s what you hear. Music fills the air from multiple stages scattered across campus. One moment it’s a soulful singer-songwriter under the glow of a digital mural; the next, a brass section is jamming under a canopy of lights. From electronic beats syncing with laser shows to full bands bringing the student union alive, every performance adds its own soundtrack to the spectacle.
Since its start in 2014, Public Eye SOAR has grown into one of Panama City’s most inspiring community events—a free, family-friendly celebration of art, music, and imagination. Locals, students, and visitors wander from one scene to the next, caught somewhere between a street festival and a dreamscape. It’s the kind of night that reminds you what happens when creativity gets a stage and the city comes out to see it.
